History: Save and Comment

New to ((Tiki19))

This feature can be enabled per tracker and permits to add a comment when saving an edit for a ((tracker)) item.

Added as a new option to the ((Creating a Tracker|Create / Edit Tracker properties)) dialog, dependent on *Allow comments* checkbox there.
